Password protected settings

Is there a way to password protect the settings from being changed and the protection from being disabled?

I want to protect even from people who have admin rights on the computer with a password, so I can limit only the secure software changes without limiting other functionality.

I would suggest you create a separate Windows user account and this has to be a normal user account, not an admin account. And by doing this, the user will not able to make changes to the settings without the admin rights.

Create a local user or administrator account in Windows (microsoft.com)

If you are looking to protect settings in the SAFE application itself, the settings are protected by administrator rights. Hence, every time you want to change the settings, you need to make sure you have admin right on the machine.
