cannot get the website to renew my license and I cannot get any at chat to ever get on any answers to this?

Do you mean that you not able to use this options:
Like My F-Secure Account Portal (SAFE/Total) or certain direct page (other F-Secure software)?
If yes (or not) - which F-Secure software you want to renew and which website is not accesible? Or maybe there some of "mistake" description under website - or how it looks?

Firstly, I would check with your bank that the payment has gone through, then you will need to Contact Support by Phone or Chat to resolve any account related issues.
just refuses to renew and wait for a e-mail, ends on the 17th...
There was response maybe about something - which can be valid for your experience (maybe there global trouble); but anyway it can be valid for your situation:
