win 10 laptop wifi slows down on battery power when freedome is on but ok when plugged in

Toshiba satellite L50D-C-18V win10, wifi adapter: realtek 8821AE.

wifi speed when power plugged in and freedome on or off  about 20M

wifi speed when battery power and freedome off about 20M and freedome on less than 1M.

I have updated drivers and changed advanced power settings to same settings on plugged in or on battery. I have tested many times always speed drops under 1M.

Any ideas ?

Regarding this, please ensure there is no other VPN program installed on your computer, please check for any similar program that might be installed with your security program.
