Why VPN is turning on automatically ?

Somehow in my Android phone VPN seems to turning on automatically. And as known, connection is hanging when moving between mobile connection and Wifi (or even different WiFi networks). So several times per day it seems my internet in mobile is blocked due to hanging VPN connection attempt.
Is there a way to turn VPN off permanently in Android ?
