Can you provide a bit more information about your situation?
— So, you tried to install F-Secure solution (by using F-Secure-Safe-Network-Installer) - can you tell what this solution is? Is this the latest F-Secure TOTAL app? Or some other one or provided by F-Secure partners?
— Did you download network installer directly from My F-Secure portal? I mean, directly and just before attempt to install it?
— Are there any common points for your Windows 10 and Windows 11 machines? Like manufacturer or CPU type; or something else?
Since you tried to use F-Secure Uninstallation Tool (https://www.f-secure.com/en/support/tools) and tried to clean up a bit with no success about, sounds that there is some incompatibility or crash. Thus, "it flipping for a couple of seconds" could mean that it then disappears, such as the installer window closes. If so, you can try to look in the Windows journal (Event Viewer: https://learn.microsoft.com/en-gb/shows/inside/event-viewer) to see if there are any crash notes. Alternative scenario is another software interrupting process (firewall, another advanced AV or related things).
But if installer starts, tries to load something (spin) and then nothing happens, then it would be good to check that this does not apply to Microsoft Edge WebView2 Runtime or .NET Framework 6.0.

Sometimes uninstalling WebView2 and then installing F-Secure will make a proper use of required items.
However, if it was a matter of these two things, the installer would most likely notify you about this.
Therefore, if you could find out more precisely at what step the problem appears and how it shows itself (screenshot?) - it will be possible to think about reasons, what if this be due to network problems (or using a VPN during installation), or there is something conflicting in the system.
It would also be good to make sure about the technical aspects such as all updates in the system are installed and so on.
