I regret to hear that you haven't received the email. However, after checking our system, I can confirm that we did send you an email with instructions on how to reinstall the app on your Windows computer. The email was sent to your Yahoo mail.
Please make sure that your inbox is not full and check your Junk and Spam folder. The sender's address is [email protected].
To reinstall the app, you can follow the links that @Ukko provided in the previous comment.

WHY IS IT SO HARD TO CONTACT YOUR CUSTOMER SERVICES
I am only an F-Secure user.
Is your situation with some specific background? Or general reinstallation steps are enough?

*note: since you did not specify here your operating system and exact solution - these articles/guides are general examples. Does any specific steps required in your case? I mean, what is your current state of system / F-Secure installation? Something broken, something not working?
Or did you mean 'reinstall' is a subscription-concern? So, need to rectify your license or to put subscription code?
As such, the only step is to phone them or to use web-chat widget (as you did) there: Contact support | F-Secure
Most of the time, web-chat is available.
Likely, that Support Agent will try to prepare a proper instruction - so there can be a delay between chatting and receiving email. How long ago you was told about an email with reinstall instructions?
Also, can you check any spam/junk folders - in case if received letter is sorted wrongly.
