There isn't so much to do with with your F-Secure account in general, but just confirming that your license was released after you uninstall Total from your Windows 10 device.
First, if you're using the Passwords Vault, export your passwords offline (USB, Dropbox etc.). If you're using Password Vault on another device, they could be synced in that way, too. (shown on the left hand side of the link below).
On Windows 10, uninstall F-Secure from the App Settings, after that confirm that the device was deleted/released from your account in your F-Secure portal. If it for some reason is still showing, click on the device icon and tick "Release license".
After your Windows 11 upgrade, go back into your Portal and click on Add Device and go through the install steps and reimporting your Password Vault or resyncing it to your other device vault.

I followed your instructions about my F-Secure Total account during the upgrade of my laptop from Windows 10 to 11 and everything worked fine. Thank you for your help!
There is however one problem I have just noticed: in Password Vault, after pressing 'Connect devices', I see a message 'Sync code fetching failed, try again later'. Even when I wait and try again to get a code, I get the same message. Is this problem related to the upgrade?

I'm glad the install went well, thanks for posting back :)
As far as the Vault sync issue, I don't use F-Secure Vault, even though I have Total. For about the last 2 years I've used the Proton Pass free version (more options and features).
I would suggest getting a hold of offline support, and see what they have to say. Otherwise, maybe an advanced member here who uses the Vault will stop by and help you.
Tick the Total box and scroll down the page to get the support options.

It could have been a temporary trouble. Do you still have this experience?
I can imagine the reasons for such an error as: inability to connect to some server to receive the code (the domain is blocked by something); communication failure between the installation and the password storage (by some means); non-use of the license (?).
Therefore, it is important to ensure that nothing in your system could be causing your devices to fail to sync. There was knowledgebase article about which resources shouldn't be blocked, but I couldn't find it now. It's likely no longer relevant and can't be the cause.
Depending on how you uninstalled and reinstalled it, the storage itself may still be linked to the previous profile ID (just a random guess), causing a conflict with the current one. But need to know at what stage you're trying to use "Connected devices" - such as whether you've already created the storage (or it was picked up automatically) and are just trying to use this feature now, or if you're just trying to get started by this way. If the passwords (data) are saved somewhere in backup form, I would try to recreate the storage from scratch on this device, import the passwords and/or then try to connect the devices.
I think I encountered a similar error recently ('Sync code fetching failed, try again later'). I don't remember doing anything, but now I see a normal way to create a sync code.
