Email and Server Security no Spam quarantine message

now it is not possible to send a message to inhouse recipients, if the scanner redirects Spam into quarantine. The only way is to send all messages to the Administrator. But it is not possible for a administrator to view and select 1000 Spam Mails daily. We failed to pay bills, because they are in Spam quarantine and no one got a message about this process.
