The DHCP Server sent a DHCPNACK message
I am running Windows 10 and in the systems log I note the following: system event id 1002.
The IP address lease 198.18.7.214 for the Network Card with network address 0x00FF5DE4D195 has been denied by the DHCP server 198.18.7.213 (The DHCP Server sent a DHCPNACK message).

The posting stated that Freedome does not use a DHCP server but this is inconistent
with the analysis I presented.

Indeed, Freedome does not have a DHCP server and this most likely seems to be just normal Windows behaviour.
