VPN shows I am in Mexico when I choose East Coast

This one is driving me crazy and I haven't been able to resolve it through tech help. I have even formatted my hard drive, reinstalled windows, reset my router to factory settings, built it back up, etc. Nothing seems to work. Been happening for about a month. Any ideas? Internet Service Provider says it's not on their end; when VPN is off, location is accurate. When on, it shows wrong location, constantly - resulting in default pages in Spanish. Help!
