iPhone wiped- no idea how to set up my VPN-ios

my freedome VPN was wiped along w my iPhone 6 plus during a necessary reset today. I loved my location, San Jose, Ca. as I was the victim of a severe cyber attack lasting 20 months which went to the FBI. I have all location settings shut down, and it's vital I get my VPN installed ASAP. Please tell me how??
