Accidental In-App Purchase: How can I cancel/get refund

I accidentally purchased via in-app purchase (iPhone). I meant to buy with code but I must have missed that option.   I don't really have a need for VPN, and would like to cancel my purchase and get a refund.

When i try to work that through Apple's support page (through itunes), it wouldn't allow me to submit it.  It just tells me (after explaining everything):

 

   We could not process this request.

No explanation of why.

What are my options?
