PackageTracer_69
I have had, and am still having, serious problems with this nasty software which refuses to be deleted, cuases many problems if you try to, and overides browser settings, whilst claiming to be legitimate software for parcel tracing.
F-Secure (Virgin iinstall) says it is Ok, which it clearly is not.
Usual solutions for getting rid of non-uninstallable software have failed so far.(Regedit removal of file parameters ineffective)
Anyone else experienced this?
Nasty files PackageTracer_69, 69brmon64, 69medinit, 69bar.dll, and probably many others

If it's not defined as a virus or malware, but a PUP (Potentially Unwanted Program), then it's not unusual for F-Secure not to detect these, as it's not designed to do so. Have you tried Malwarebytes?

I found a detection of it on VirusTotal: https://www.virustotal.com/en/file/72a97a5819e8edbd601f6929bcef88a1686e174fde583cfa7e140a3d9db3ac39/analysis/
The report is almost a year old but it was detected then by 7 AVs. In the Behavioural Information tab under "Written files" I found all files you listed, so it seems it's the same infection you have.
I suggest you try ESET's online scanner. ESET was one of the AV's that detected it.

Depending on what browser you have you can read more here:

There's a lot of information for Internet Explorer and Firefox in the above links including what AV's can detect each file. If you have problems getting rid of everything you can check there for more help.
I can't find an F-Secure detection for any of the files involved
