I've just put my sunglasses on to view the GUI, and it seems to be working for me, YOF. By "Quick Scan", I assume you mean "Virus and Spyware Scan", which can be launched either from the main page "Scan" button, or via Tools > Advanced Scan. I have tried both methods, and both work for me, and I have also launched the Full Computer Scan successfully.
How did you install the update? Was it from the prompt, and did you install it over the top of the previous version?
No idea, then. The difference we have is that I installed mine as an upgrade from the prompt.
Can only suggest FS Uninstallation Tool and try a fresh install of the TP. Otherwise, it'll be a question of waiting for a response from the beta team.

Clean install after dl new stub, I confirm I can start no virus scan

I guess it's a gui bug as all services are running
