I found some references to this particular software on an Italian forum and it seems to be used for locking connection speeds at 4G (HSPA / HSDPA). No evidence of same software being used to to distribute malware but as always when downloading any software, only use trusted download sources and make sure you have an up-to-date Anti-Virus client running when installing.
