Do you get a message saying: "Due to an unidentified problem, Windows cannot display Windows Firewall settings"?
That could mean it's a problem with the Windows Firewall and you could try restore its settings.
It could also be caused by a virus/malware, so I suggest you first scan your entire PC.
Then scan with http://www.microsoft.com/security/scanner/en-us/
Then download and scan with http://www.malwarebytes.org/free/ (this product scans for malware types that anti-virus products usually don't)
And read the suggestion from Microsoft Community:

You could also try the Windows utility SFC(System File Checker) to repair missing or corrupted Windows system files:
