content blocking not password protected

F-Secure Parental Controls ride on the back of Windows User Account controls, so for blocking to be effective, you need to set up a Windows user account which doesn't have Administrator permissions, and password protect the one which does. Then you should find that the parental controls function correctly, providing the user logged in is the non-Admin.
