whenever suspicious file is detected f secure fails to take action. why is  that?

That is a generic alert that could be for real or it could be a false alarm as well. It is best to submit the suspicious file at

https://analysis.f-secure.com/portal/login.html

 

The F-Secure virus lab will tell you what it is and what needs to be done, if it is a real infection. If it was a fale alarm they will fix the virus defs database.
