Hello,
It sounds like your installation may be a bit of old. Like F-Secure solution is out of date. For example, on no-longer supported platforms like Windows 7.
Anyway, I am puzzled, because I am not sure already, but your screenshot contains Proxy settings.
If this is (somehow) still supported version, then, can you try to use "Do Not Use" option instead of "Use The Browser's Settings" option in your Manual proxy setup in provided Updates tab in Settings (Screenshot)? However, basically, I do not remember what was the default option there. If it was "browser's settings" - then can you check those browser's settings?
I tried to dig a bit, and What's New page shows that """Removed features: "Proxy configuration in Settings. Product now automatically uses Windows proxy if it is set up.""" is dated back to F-Secure 19.1; where 19.0 was the latest available build for Windows 7 systems.
If so, and your system is Windows 7, then not receiving updates is somehow expected trouble. For example, it was also recently discussed there: Antivirus database not updating - what's wrong?
But I am not sure about running scan process part. Also, if your system is Windows 7 - then to reinstall product will be impossible (as I suppose).
I can imagine that it will be impossible to run scan if your subscription is expired. But if so - the UI should inform you about this 'malfunction'. Subscription can be expired, particularly, in the way like your subscription is alright but just 'inactive' in Windows 7 platform (can't be applied, for example). Still, I think UI should inform you about this state.

I wanted to follow up on @Ukko comment. Based on what I can see in the system, your subscription is active and valid until the end of the year, so we can rule that out as the cause of the issue.
Could you share more details about your setup? Specifically, what is your operating system version and the version of the F-Secure app you’re using? It’s also worth checking if the issue might be related to running an unsupported operating system.
