Slow internet

I have talk talk f-secure and it slows my internet.
When i unload and allow all traffic the ping drops and no lag as soon as i reload the ping increases and lag.
It can take 20 seconds for web pages to fully load.

I have the same problem earlier today. Don't you think this is just some sort of system maintenance?

Its not system maintenance as its laggy all the time
