Website determines location

Hello,

I'm deciding which VPN to buy. Is it possible to distribute websites/desktop applications to specific locations?

E.g. instagram opening triggers Berlin location, facebook triggers London.

Or I'll need to make this script on my own?

Also, I see the list of countries, but is there a list of cities?
