Thank you for the product information, the software you are using from your Internet Service Provider is a customized version of the F-Secure security program. F-Secure has only provided your Internet Service Provider(Ziggo.nl) its technology to customize the program for their customers. As such, your Internet Service Provider has a dedicated Technical Support team who would be able to support you. We recommend that you contact them directly to obtain further support. If they are unable to resolve the issue, please get your Internet Service Provider(Ziggo.nl) to escalate your case.

I think that this is common for normal solution and branded F-Secure solution. For example, my own experience is next:
-> green rating logo is about "safe" rating;
-> blue rating logo is about "allowed" rating;
Thus, URL (domain) that is labeled by "blue" rating logo should be visible under "Allowed and denied web sites" list:
It can be "harmful-rated" (or suspicious-rated) website which you allowed ("Enter website" anyway). Or if your experience is about Content blocker (categorization) - then it can be blocked website (certain category) but allowed by you as exception.
So, I do able to recommend check your "Allowed and denied web sites" list (main user interface - "Tools" tab or so - "allowed and denied websites" or so).
If your experience is not about such option or is not an explanation for "blue rating" - then it is a bit strange. Good if you will back with feedback.
