Sorry for my reply. I'm also only F-Secure user (their home solutions).
Just interesting:
If you turn off all F-Secure security features ( https://help.f-secure.com/product.html#home/safe-windows/latest/en/task_F60CB7E5D63540B9B7C4D6A027FE363D-safe-windows-latest-en )
And then back it 'ON' after some seconds/minute -> does Windows Defender will be disabled after that? Or anyway running?

I think that maybe reinstallation is a good try (if your F-Secure installation was before upgrade to system Windows 10 1803 version - maybe something with wrong state).

If yes -> sounds that maybe it should be applied only to further Windows 10 builds/versions (as current Windows Insider).

I read that recent Windows 10 update was with some strange impact when certain 'editions' are switched to completely another ones; or certain features goes be enabled (when should not be). Most likely it is not your situation, but just as potential point.
