Are we exposed during the time between we connect to a public wifi and the wait time for the VPN to

When connecting to public wifi it takes 10-15 seconds or so for the VPN to begin encrypting data. I understand that during this time someone can connect to your computer, but what happens once the data is encrypted. Do they still have access to your computer?
