Bug : Firewall Home profile keeps blocking file sharing related inbound TCP.

What the topic says.  When using Home Profile to create file sharing rules, the default block inbound TCP rule keeps blocking TCP related to SMB (TCP - port 445) and  Netbios port 139, even when I've specifically made a rule to allow it.  The only way I could override this rule was to create an allow all inbound TCP rule.  I've gone to using Office/File sharing profile with some custom rules I need for filesharing, but my question is, is this the expected behavior of the inbound TCP block rule in Home (not letting it being overriden by custom rules) or is it a bug?
