Application Permission popup

Whenever I update my SeaMonkey browser, I get the FS application permission popup, but it only appears after I've already been using the browser for about 10 minutes. Obviously, I know SeaMonkey is safe, so it isn't a particular issue in this case, but is there a reason for the delay in the popup appearing? If this was a malicious application, it could do a lot of damage in the time it appears to take for FS to 'notice' it.
