Unable to activate on IOS device

Hello, I have purchased 5 devices license for freedome.  The one IOS telephone was forced to be reinstalled and now I am unable to activate license on that telephone.  I receive error "Could not verify account.  Please try again later"  All other devices continue to work fine, but I cannot activate the telephone again :/

 

Help would be appreciated.

 

No license transfer prompt has ever occured.
