Are you getting a notification from F-Secure when you try to install it?
Did you try using their uninstall tool? Also, after running the uninstall tool, go into in Windows Explorer click on, View - Show - Hidden items and see if there are any BD files left to delete.
If needed, you should probably see what advice they can offer you on their community, either by posting or using the search bar for "uninstalling Bitdefender".

@AnttiHietasola if you scroll down the link that @JOnes posted, it will show you the Bitdefender Agent needs to be uninstalled as well (if it's still showing in your Apps), which the Uninstall tool does in one shot. Bitdefender Paid versions on Install will install the main app, the VPN, and Agent App as well.
During a normal uninstall, BD will automatically uninstall the VPN app, but leave the Agent which would also need to be uninstalled. Even though this was posted as a Mac reply, the concept remains the same :)
