Double Services??

Hello,
I installed F-Secure (via KPN Veilig) and now the above rules are in my services. One is active and one is not. Can someone tell me what the difference is between these two? And why the first one is not active?
I am also just an F-Secure user. So, my explanation is only my own thoughts.
Let's think about it like:
Endpoint Protection Service is actually the main one (first); And the Endpoint Protection Secondary Service is the 'back-up' (second);
So, EPS is active because it is a primary service. Started automatically.
While EPSS is not active because is a secondary service. Started 'manually' when needed (per request, so to speak).
In my system, all services with some description. For example, Endpoint Protection Secondary Service (EndpointProtectionService2):
Endpoint Protection secondary service used for interruption free updates
That is, it is used, for example, in situations where the main protection process (service) needs to be restarted during or after updating databases or product components. Other situations may also applied.
It occurs behind the scenes and is unnoticeable to the user (automatically) and likely also prevents unnecessary system notifications about protection termination or stuff like that, so as not to confuse the user.
So, the situation is as in the screenshot - as it should be.
I don't think they can both be running (there would be no point), but act as a means of providing continuous protection at the moment when the main process/service needs to be restarted, for example (or maybe 'crashed' due to some error and while recovering). Or, maybe, as it said in the description - just for "for interruption free updates" (and, so, maybe both running during updating).
