Unable to switch VPN on

Hello, I have shared one of my licences with a family member for use on their iPhone (ios 18.6). Everything has been set up, however the toggle switch for the VPN is greyed out and will not switch on.

We have tried deleting and reinstalling the app and also releasing and reissuing the licence but neither of these have made any difference.

Any suggestions?
