quantity of VPN country server

Hello

LIving in France I only have one server locatef in Paris, e.g. Cyberghost has 3 in Paris, 1 in Marseille, 1 in Strasbourg. why does FS neglect a country of roughly 24.000.000 people connected to tjhe internet ?
