Why does the connection speed get worse with Freedom?

When I have Freedom connected, the speed of my broadband is 14.61 Mbit / s.
When I have Freedom turned off, I get the speed I pay for - 278.28 Mbit / sec.
Wonder why? You can not surf, download anything or watch movies when I use Freedom. So the question is why should I use it when it is not possible to hear anything. Although that may be the point (but then I might as well turn off the computer completely).
