iphone 4 wont let me connect since installing f-secure freedom vpn

Hi
i cant even get my phone to shut off the vpn it switches itself back on as soon as i turn it off. ive tried deleting but that makes no difference. im locked out of a lot of apps and now when i try and reinstalli f-secure freedom vpn it wont let me?
can you fix or do i report it to apple?
