Why is http://fluxupdate.stereopsis.com/flux-setup.exe blocked?

Not only is the website 100% clean the file is as well.  Even more annoying is that many times it will just error 403 with no f-secure pop up at all.  I am speaking of the Browsing Protection feature.

 

edit:  finally got the pop up again, here it is:
