Honestly, it looks like something that uses launchd is trying to access the VDC Assistant, which apparently has something to do with FaceTime and/or Photo Booth. Both of these use the webcam, so perhaps they have something that initiates the camera…

There was another post that mentioned moving the xfence module out of the way before upgrading, and moving it back afterwards was all you needed to do. I can't verify that works, but I do know that reinstalling xfence after upgrading to mojave does…

Did you try the uninstaller? /Library/XFENCE/uninstall.sh Just disable XFENCE via the menu bar option first, run that script, and poof. Gone.

Installing updates, especially betas, doesn't seem to work when XFence is installed. So my "solution" is to export the rules, uninstall XFence, install the updates, reinstall XFence, and finally re-import the rules. It's kind of a pain, …
