First of all, make sure that Firewall allows connections to specified ports.

I think the Firewall is not problem on this issue because it is on OFF on the first place. How can it fixed this one? Thank you.,

Please collect fsdiag from this host (to collect it run F-Secure Support Tool from F-Secure Policy Manager group in Start menu) and provide it via F-Secure Support.

Open a browser on a client, remove all Proxy settings.

you should get an immediate response.if that is OK the problem is "only" inside PMS, not the OS.

You did not. After applying the hotfix it should be 12.40.81153

Release notes should be your best friend here. No idea if and when F-Secure is going to integrate the HF. In my opinion They should have done already, because it leaves a bad user experience for new customers if the soltions fails out of the box. OTOH only "old" existing customers are likely to run in that problem (lage policy due to many entries in application control).
No I do not think you need to redo it unless you reinstall 12.40.
