Open a browser on a client, remove all Proxy settings.access "<ip_of_PMS>:85"you should get an immediate response.
if that is OK the problem is "only" inside PMS, not the OS.

First of all, make sure that Firewall allows connections to specified ports.

Release notes should be your best friend here. No idea if and when F-Secure is going to integrate the HF. In my opinion They should have done already, because it leaves a bad user experience for new customers if the soltions fails out of the box. OTOH only "old" existing customers are likely to run in that problem (lage policy due to many entries in application control).
No I do not think you need to redo it unless you reinstall 12.40.
