this error indicates a broken database. Only way to resolve it is to restore a (hopefully existing) backup of the folder
\program files\f-secure\data fellows\management server 5\data\h2db

what is the size of your installation?
Do you still have your old PM9 setup available?
Minimum you need to recover your installation is a copy of Admin.prv and Admin.pub!
