Policy Manager Server host listens on multiple ports for client connections.

Dear forum folks,
I am faced with the task of changing the Policy Manager Server host module port from the default tcp/443 to some other free port (e.g. tcp/4443). Before doing this, I must first set the root policy for my clients to one with the target connection port changed. However, there is a slim chance that some clients whose computers are not turned on will not read the new settings and will remain with the old ones. When I change the server's listening port, they won't connect anymore. My question is, is it possible to set the policy manager server to listen on two tcp ports for HttpsPortNum (host module) ? Then, anyway, even the old hosts will connect to the server and get the new connection configuration.
