Software Updater Install fail with WAAPI_ERROR_NATIVE_API

I start the installtion in the PM console of the update:

FSPM-3243-3156-4011628, UpdateName: Security Update for Microsoft Office 2016 (KB4011628) 64-Bit Edition 10.0.19042

Es erscheinen keine Meldungen im Windows Ereignis Protokoll, im fssua.log erscheint der Fehler:

Failed to install update: ...OPSWAT reason: WAAPI_ERROR_NATIVE_API
