What do logs tell?
Please, contact support. We will need diagnostic information from your Policy Manager and several affected client machines for investigation.
Note: please, make sure that you use "upgrade" link on PM console "Installation" tab for upgrading.
Did you distributre policies (otherwise the process wil not start)?
And does the new policy arrive at the client?
