Maybe it's illegal, because Linux OS contains one million line of Unix source code, which IBM stole from Santa Cruz Operations Inc? See for more:

Sorry for not getting back to the post with an update.

 

The reason why it was blocked was because the URL had 'warez' category. Our labs have removed the category for the URL since it is a legitimate download for Ubuntu.
