I am not sure that I fully understand your problem. Could you elaborate on your network environment and how PMP and clients are configured.
Also, maybe you can check PMP related comments on our old forum site (http://forum.f-secure.com). There were a nubmer of useful comments posted there.

How many hosts are in the branch office?
The PMP-address must be entered in the policy in Automatic Update Settings.
Certainly the PMP must be able to connect to the primary Policy Manager.
But maybe you would rather prefer a complete AUS on the remote lcataion, then install a PM on the branch and make AUA and enter the PM as a http-proxy.
